Caldwell Police Updates

Sergeant Andrew Apicella Sworn In

  • Sergeant Andrew Apicella was sworn in as Lieutenant on 8/12/25. Lieutenant Andrew Apicella has served with the department for 20 years in a variety of leadership roles, including Senior Patrol Officer, Detective, and Officer in Charge of the Detective Bureau. He was promoted to Detective Sergeant in 2021 and to Lieutenant in July 2025. Lieutenant Apicella is also the department’s lead firearms and active shooter response instructor as well as the training coordinator (responsible for scheduling and maintaining training records). His awards include honors from the West Essex PBA Local #81, the Mothers Against Drunk Driving Law Enforcement Distinguished Service Award, and the Essex County PBA Conference Unit Citation.

Library Events

  • Police Director Patrick participated in the Summer reading program at Caldwell Library (see attached picture)
  • The Caldwell Police Department participated in the Caldwell Library End-of-Summer Event

National Night Out

  • Successful National Night Out on August 5, 2025

Roadwork

  • Hanlon Road was an unimproved borough right of way that was only stone covered. It required constant maintenance by DPW to allow vehicle access. The borough initiated a full grading and reconstruction of the roadway with block curbing and drainage. The new asphalt roadway is a welcomed improvement. Additionally, both Cleveland Road (adjacent to Hanlon) as well as Cherry Lane were also resurfaced.
  • Chestnut Street Drainage Improvements: The end of Chestnut St has suffered from the quick, heavy flash flooding type of rain events. There are several contributing factors including its downhill location from its intersection with Oak Grove Road and the fact that it has no measurable drainage infrastructure at the end. The Borough is looking to install a detention system under the roadway to help create as much storage for the water as best we can with the amount of space available. The borough and residents have been communicating so everyone is informed of the short and longer term solutions being discussed. The Borough has retained a local land survey company to map the area in support of the design. Once we obtain that document, we can then complete the design/construction documents and then proceed to publicly bid the job.

Public Safety

  • Installed 10 new solar powered blinking stop signs in and around Grover Cleveland Park on Brookside and the nearby intersections. Read more.

80 Bloomfield Avenue Progress

The framing and sheetrock are complete which also means all rough electrical, plumbing and HVAC are complete. All of the finishes are being finalized for both the Municipal Offices and the Caldwell Public Library. The finishes include flooring, carpeting, paint selections, countertops, cabinets, lighting, plumbing hardware, wood stains etc. The installation of these items will be upcoming shortly. In addition, work on the exterior of the building has begun to take shape. All of the CPL furnishings have been ordered and our attention will be turned to the furnishings of the Municipal Offices next as well as window coverings throughout both floors. (see attached pics)

What's Going on

Food Pantry and Senior Center

Over the summer, the Food Pantry has been serving 50 families per week compared with 30-35 families one year ago. The Director credits social media for getting the word out for the need for food donations. Also, the senior center is having the busiest season ever: Fitness, Zoomba; Social Corner Fun and Games.

Veterans Day

On Tuesday November 11th, 2025 we honored all who have served. Their courage and dedication have protected our freedom and strengthened our community. Thank you to all who attended, all organizers, our amazing Lincoln School children who sang beautifully, and most importantly, our Veterans.

Recycling Bins Available

We have NEW, complimentary Caldwell Borough branded recycling bins available for all of our residents. Please bring proof of residency to collect your one bin per household. These can be picked up at the DPW garage (located near Calandra's) between 8am-3pm daily.
